HPNSDP Development Partners

There is a strong partnership among the development community in Bangladesh which is fully committed to support the MoHFW in its health development programmes that are focussed on achieving goals including the health-related MDGs. In line with the “Paris Declaration on Aid Effectiveness, 2005” efforts are being made in the country for harmonization of donor support and its alignment with national plans and strategies. Coordination mechanisms such as the Local Consultative Group (LCG) and the HPNPSP Consortium and specific Steering Committees in some areas, are in place to improve aid effectiveness. The assistance from the development partners over the last decade has consistently been in the range of 30% to 40% of the health, nutrition and population sector expenditure.

About the Development Partner Consortium

The Health, Population and Nutrition (HPNC) Consortium consists of 21 Development Partners, including bi-laterals, multi-laterals, and development banks. The HPNC is a sub-group of the Local Consultative Group (LCG) and deals with matters relating to the Health, Nutrition and Population (HNP) sector. It is primarily a mechanism to coordinate support to the government in improving health outcomes. It is the group of DPs that provides funds to the HNPSP. This consortium maintains a continuous dialogue with the MoHFW on HNP issues.

Specifically, the objectives are to:

  • Promote donor coordination as well as coordination with Government of Bangladesh (GOB), civil society and other actors;
  • Promote the interest and solidarity of its members;
  • Promote transparency within the donor community and between donors and GOB;
  • Serve as a rallying point for policy dialogue with GOB in the HPN Sector;
  • Increase the effectiveness and efficiency of aid in the HPN Sector through coordination of technical assistance, financial management and policy engagement on technical issues.
